EM 13c: Plugin Deployment on OMS Fails With Error: Could not get MBean connection (Doc ID 2973305.1)

Symptoms

Deploying plugin on the OMS fails during the Prerequisites with the error on the console:

EM-04010: Server-side plug-in deployment failed. Error occurred while connecting to the WebLogic Admin server. Verify if the WebLogic Admin server for the EM domain is up and running. After verifying, retry the operation. Error message: Could not get MBean connection. If the issue persists, contact Oracle Support
