Symptoms
In Enterprise Manager Cloud Control (OEM) console, an EM Administrator/User with read only access to the performance pages is created as per below document.

The required privilege 'View Database Performance Privilege Group' is given to the user. But the user still cannot access/view any database performance pages in OEM with error 'User Does Not Have Privilege on Target'.
