OEM 13c: Host Metric "Program's Max Process Count" Doesn't Work as Expected (Doc ID 2977239.1)

Symptoms

When using metric "Program's Max Process Count" under "Program Resource Utilization" on a target host,  it doesn't detect process count even if the owner is set as %.

For example:

Program Name:
/usr/sbin/sshd%

Owner:
%
