Symptoms
In Enterprise Manager Cloud Control (OEM) console, some of the scheduled IP reports are failing with below error.
00:20:08 [WARNING] Step GeneratePublishedReport (id=123896882) [PublishReport:Short-Running] of job <Report Name>:SYSMAN:PublishReport is still running and might be hung after 5 min, exceeding the timeout for Threadpool[Short-Running TO_min=5 using=1/(25+0)]. Limit the number of jobs of this type that run concurrently. Error EM-00200 will be raised if this step completes. Count=1

In the OEM console, if the console URL (Setup > Manage Cloud Control > Health Overview Page > Edit Console URL) is changed from SBL to OMS1 URL, the report runs fine without showing the above error.
