EM 13c : Discovered And Promoted Database Target Is Stuck In Pending Status (Doc ID 2997192.1)

Symptoms

Newly installed OMS, discovered and promoted target oracle databases are stuck in pending status.
On checking further, the plugin "oracle.sysman.db.agent" is not getting deployed on the agent automatically. Manual deploy of the plugin through OEM console is stuck in the scheduled status.

Under emoms_pbs.log receiving the following errors:
