Symptoms

Enterprise Manager Fusion Middleware Control (FMWC) page failed with "Error 404--Not Found" after applying Patch 35893811: WLS PATCH SET UPDATE 12.2.1.4.231010.
Following errors are recorded in AdminServer.log during server startup:

The patched ORACLE_HOME/oracle_common/modules/com.bea.core.apache.log4j.jar file was replaced by customer with original file from before patch was applied due to
issue with Bipublisher application.
