Symptoms
When attempting to execute the DEPLOY_DB_SOFTWARE and command fails in creating dispatcher staging area path with error below
emcli db_software_maintenance -performOperation -name="Deploy Db" -purpose='DEPLOY_DB_SOFTWARE' -target_type='oracle_database' -target_list='<DB_Name>' -normal_credential="NC_HOST:SYSMAN" -privilege_credential="ROOT:SYSMAN" -input_file="data:/opt/fleet/Input_Standalone_Dep"
