EM 13.5 RU19: Setting MOS Credentials Fails with "Authentication Error: Please check your credentials" (Doc ID 3001658.1)

Symptoms

After following the Note 2998693.1 , Setting MOS credentials:  Setup > Select My Oracle Support > Select Set Credentials and Enter the credentials  fails with the following error:

"Authentication Error: Please check your credentials"
