Symptoms

In OEM 13.5 when creating Database Service Target it fails
Failed to create new Oracle Database Service targets for database target

New Database service target with Name:DHDB.lvdbsp00115.cloud.bns , Service Name : MYDB.xyz.com will be created.
New Database service target with Name:DHDBXDB , Service Name : MYDB will be created.
New Database service target with Name:DHDB_CFG , Service Name : MYDB_CFG will be created.
New Database service target with Name:MYDB.xyz.com , Service Name : MYDB.xyz.com will be created.
New Database service target with Name:SYSBACKGROUND_160 , Service Name : SYS$BACKGROUND will be created.
New Database service target with Name:SYSUSERS_160 , Service Name : SYS$USERS will be created.
Failed to create new Oracle Database Service targets for database target:MYDB.xyz.com
