EM 13c: Target Instance Privileges are not Reflected when Creating a New User or a Role

Symptoms
In Enterprise Manager Cloud Control after applying the RU19 patch, not able to add the "Target Instance Privileges" while creating of new User or Role.
This was working till the RU17 patch.
User creation:
1. Setup -> Security -> Administrators -> Create
2. Enter username and password, and Confirm Password in the general section.
3. select "Target Privileges" section
4. click "Select instances" and add targets on the "Target Instance Privileges" section
5. Click the edit icon next to View (Privilege Name) against an added target at step 4.
6. From "Available Privileges", select some privileges and Add them Then click "Select"
7. Privilege Name shows default "View" and added privileges are not reflected

2. Enter Role name in the general section and click Next button,
3. select "Target Privileges" section
4. click "Select instances" and add targets on the "Target Instance Privileges" section
5. Click the edit icon next to View (Privilege Name) against an added target at step 4.
6. From "Available Privileges", select some privileges and Add them Then click "Select"
7. Privilege Name shows default "View" and added privileges are not reflected
