OEM13c: Database Discovery Fails With Error "This plug-in is not certified for the operating system" (Doc ID 3009257.1)

Symptoms

After installing the Agent on an AIX on POWER Systems (64-bit) host,
when running Database Discovery, the following error is reported:

XXXX-oracle.sysman.plugin.agentdeploy.AgentPluginDeployException: Unable to determine applicable plug-in version for plug-in oracle.sysman.db with content type DISCOVERY to deploy on agent https://XXXX:3872/emd/main/. Error: This plug-in is not certified for the operating system.

From the output of executing 'emctl listplugins agent -type all' on the Agent,
it appears that the monitoring part of the plugin is not installed:
