Symptoms

In Enterprise Manager Cloud Control (OEM) console, the Corrective Actions (CA) can not be deleted with error - The library corrective action is currently in use and it can not be deleted. These corrective actions does not have any targets associated with them. Some of these corrective actions shows references to them, but when we open such references, there are no targets mentioned, the details page is blank.
