Symptoms

In Enterprise Manager (EM) Cloud Control , Database Discovery fails with below error

"IO Error: Connection reset by peer, Authentication lapse 0 ms"

Remote SQLPLUS connection from the OMS fails with below error:

$ sqlplus dbsnmp@'(DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = <Hostname>l)(PORT = <portno>))(CONNECT_DATA = (SID = <SID_NAME>)))'
