EM13c: Unable To See Target's Metric Data/Collection In OEM due to ADF_FACES-60097 error

Symptoms
In Oracle Enterprise Manager Cloud Control Console, accessing the metrics from any of the targets giving the below error in pop-up screen.
"ADF_FACES-60097:For more information, please, see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #28"
Error details from logs have below symptoms.
