Symptoms
In Enterprise Manager (EM) loud Control, fleet cleanup software fails with below error.
Command :
$ emcli db_software_maintenance -performOperation -name="cleanup" -purpose="CLEANUP_SOFTWARE" -target_list='Orasidb19c_home1_2022_xxxxxxxx' -target_type=oracle_home -
normal_credential="ORACLE_SSH:SYSMAN" -privilege_credential="ORACLE_SSH_SUDO:SYSMAN" -workDir=/temp

Verifying if there are still DBs or Listeners active in the Oracle Home...
The file to be used is /oracle/staging/2316257022117548/deinstallrespdir/deinstall_OraHome2.rsp

Cleanup cannot proceed in this situation, the Oracle Home could still be in use.
