EM 13c : OMSCA Recover Failed With ORA-25153: Temporary Tablespace is Empty (Doc ID 3024031.1)

Symptoms

In Enterprise Manager (EM) Cloud Control 13c, while trying to migrate OMS from one Host to another host with different Host name, at PluginCA step, it is failing with the below error:
