EM 13c: Fleet MIGRATE_LISTENER Job doesn't Migrate all the Listeners from Old Home to New Home (Doc ID 3025285.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, MIGRATE_LISTENER job doesn't migrate all the listeners from old home to new home when using GUI.

$emcli db_software_maintenance -performOperation -name="Update Listener" -purpose=migrate_listener -target_type=oracle_database -target_list="ORCL" -normal_credential="HOST:SYSMAN" -privilege_credential="ROOT:SYSMAN"

Operation 'Update Listener' created successfully.

Listener migration for target11g can be monitored using:
EMCLI:

Verb performOperation completed successfully

If there are 2 listeners running from old home

CDB Listener Name: LISTENER_CDSPFLEE
PDB Listener Name: LISTENER_FLEETDB

Post migration LISTENER_CDSPFLEE will be running from new home and LISTENER_FLEETDB will still be running from old home.
