OEM 13c: Fleet UPDATE_GI Completes Successfully Scan Listener Showing Down (Doc ID 3029728.1)

Symptoms

 In Enterprise Manager (EM) 13.5 Cloud Control using Fleet, When running the UPDATE_GI command successfully, scan listeners shows down. 

Command Snippet:

$ emcli db_software_maintenance -performOperation -name="Update GI" -purpose=UPDATE_GI -target_type=cluster -target_list="<TARGET_NAME>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN"

Example:
2 Node Cluster : Node1,Node2
3 Scan Listener : LISTENER_SCAN1,LISTENER_SCAN2,LISTENER_SCAN3
2 Scan Listener LISTENER_SCAN1,LISTENER_SCAN2 Running : Node2
1 Scan Listener LISTENER_SCAN3 Running : Node1
Patching completed without any errors. Observed LISTENER_SCAN1 showing down in OEM. On verifying LISTENER_SCAN1 was relocated to Node1 but OEM properties still marked as running on Node2.
