Symptoms

Provisioning of migrating non container database as pluggable database in another container fails with below erro.

Step: Perform Configuration (Failed)
Start Date 2024.05.31 13:48:20
Completed Date 2024.05.31 13:48:21
Could not find a target for the newly created PDB : "test1".
