Sql Script Job Fails In The Console With Invalid Property (Doc ID 303703.1)

Symptoms

Any SQL Script job fails when a wildcard (%) is used in the in the SQL command.

Error:

Invalid Property - The following property is incorrectly specified. Please
verify that property names are spelled correctly, are in the proper case and
are enclosed in percent signs. %rowcount < 1000000 then 

Example of script:

begin
   loop
      delete tmpfarearblog
      where createdttm < (sysdate - 2)
      and   rownum <= 1000000;
      if sql%rowcount < 1000000
      then
         commit;
         exit;
      else
         commit;
      end if;
   end loop;
end;
/
