Symptoms

OEM RU Patch apply failed to create MULTIOMS_SUBMIT_JOB

cd <patch_top>/patch#

$ORACLE_HOME/OMSPatcher/omspatcher apply

command <MW_HOME>/OMSPatcher/omspatcher executeCommand -cmdType MULTIOMS_SUBMIT_JOB -oh <MW_HOME> -dbUser sys
<MW_HOME>/OMSPatcher/omspatcher executeCommand -cmdType MULTIOMS_SUBMIT_JOB -oh <MW_HOME> -dbUser sys is failed to run
