Oracle Enterprise Manager Cloud Control 13.5.0

emctl status agent fails with the following error.

Error in tempfile() using template <AGENT_BASE_DIR>/agent_inst/XXXXXXXXXX: Could not create temp file <AGENT_BASE_DIR>/agent_inst/XXXXXXXXXX: 28 at <AGENT_BASE_DIR>/agent_13.5.0.0.0/bin/EmctlCommon.pm line 2384.
