Symptoms

 In Enterprise Manager (EM) Cloud Control 13.5 after applying Release Update (RU) 23 in Multi-OMS environment, the Additional OMS does not start due to the below issue:

The retVal is 1
Oracle Enterprise Manager Cloud Control 13c Release 5

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is not functioning because of the following reason:
Prerequisite failure: job_queue_processes set to 0, resolve and restart the server
JVMD Engine is Up

Exit Code :1
