Emctl Start Agent Fails With Overlapped I/O Operation Is In Progress.

The 'emctl start agent' command fails with the following error:
"OVERLAPPED I/O OPERATION IS IN PROGRESS"
The agent service log file shows:
03/30/05 11:45:43 Start pending...
03/30/05 11:45:43 Verifying agent is not started already. Command line
"PATH_TO\Oracle\Agent\bin\emctl.bat" istatus agent
03/30/05 11:45:43 CreateJobObject failed with 5
Access is denied.
03/30/05 11:45:43 CreateProcess for emctl.pl istatus failed.
Overlapped I/O operation is in progress.
This applies to Database Control as well.
The Management Agent starts fine when it is started with the LOCAL SYSTEM account.The Management Agent fails to start when it is started with another account than the LOCAL SYSTEM account.
