EM 13.5c: No Option To Select 'Context Type' in Create Runbook Draft Page

Symptoms
In Oracle Enterprise Manager Cloud Control (OEM) console, the runbook draft can be created from following page.
- Navigate to Enterprise > Monitoring > Runbooks
- Click on Create Draft option
- A Create Runbook Draft pop-up will open with only Incident ID option.
But this page should have options Context Type and Context ID as per documentation.
