Symptoms
Use case:
Rule 1 : event rule on Metric event -> Create Incident (Use event compression policy)
Rule 2: event rule on Metric event-> Create Incident
Following this rule order, EM should have created incident from Rule 1. But it is creating incident from Rule 2 so not using Event Compression.
