EM 13.5 : OMSPatcher Apply Faiils With DRG-10700: preference does not exist: CTXSYS.DEFAULT_LEXER

Symptoms
In Enterprise Manager (EM) Cloud Control 13.5 while trying to patch the OMS with the latest Release Update (RU) patch it is failing with:
OMSPatcher output:
OMSPatcher failed to execute some of the patching steps. Please check the Patching summary,individual logs and try to resolve the issue. Once the issue is resolved,Please execute below command to complete patchin g session:
omspatcher resume

OMSPatcher wont allow any other patching operations unless the script is executed successfully

The following warnings have occurred during OPatch execution:

6) Sub-patch "36329231" skipped as it is already been applied to the "OMS" system.
7) Sub-patch "36161799" skipped as it is already been applied to the "OMS" system.
