EM 13.5 - Test Connection of TCPS PDB Target Fails with Error:"Failed To Connect To The Database:IO Error:Connection reset by Peer" (Doc ID 3058983.1)

Symptoms

This applies to a TCPS-enabled cluster database target.

The connection test for the PDB target is failing with the error message "Failing to connect to the database," despite the PDB status being up and running.

Navigate to Cluster Database -> Target setup -> Monitoring Configuration -> Click on any Pluggable Databases ->Test Connection -> "Failed to Connect to the database:IO Error:Connection reset by peer;Authentication lapse 0ms"

Note that Test Connection for "Instances" is successful.
