EM 13.5 : Upgrading DB Client on OMS Fails Due To libXtst-devel-1.2.3-x86_64; Not found (Doc ID 3061770.1)

Symptoms

 In Enterprise Manager (EM) Cloud Control 13.5 while upgrading the DB Client version of the OMS as per Doc ID 3060775.1 it is failing at the prerequisite step with:
