EM 13.5c: OEM View EM_LMS_OEM_PACK_FEATURE_USAGE Is Empty or Shows Collection Error 'ORA-00942: table or view does not exist'

Symptoms
- The EM_LMS_OEM_PACK_FEATURE_USAGE view is the replacement of deprecated view MGMT$DB_FEATUREUSAGE.
- These views are used to collect the list of database features used by all the monitored databases from Oracle Enterprise Manager (OEM).
- However, the view EM_LMS_OEM_PACK_FEATURE_USAGE is empty and has no rows in it.
- After enabling all the required metrics for this view, all the rows shows collection error ORA-00942: table or view does not exist.
