Symptoms

In the Admin Server console, EM Console status is always showing "failed" and error log shows it's not loading properly as per below errors seen in the Admin Server log file:

 After further investigations, in this case, it was found that the jar missing error is not the root cause of the console being inactive, but "javax.servlet.ServletException: Environment variable ORACLE_HOME is null."
