On : 13.5.0.0.0 version, Patching Framework
As per Doc ID 3060775.1, upgrading DB Client Version to 19c on OMS Home failed with below error
./fmw_12.2.1.19.0_dbclient_linux64.bin -invPtrLoc <mw_home>/oraInst.loc -silent ORACLE_HOME=${ORACLE_HOME} -J-Djava.io.tmpdir=<custom temporary directory>
