EM13c: Tablespace Alerts Are Not Working for Particular Databases. (Doc ID 3071371.1)

Symptoms

Tablespace alerts were not generated for one of the 19c Database.
Alert was in the DBA_OUTSTANDING_ALERTS but it was not sent to agent/oms.

Metric Collection Errors page and emctl getmetric showing the same message.
Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: All connections in the Universal Connection Pool are in use
