EM 13c: False Pluggable Database (PDB) Down Alerts Due To ORA-04031 (Doc ID 3071409.1)

Symptoms

Enterprise Manager Could Control (OEM) is reporting false pluggable database (PDB) down alerts due to ORA-04031: unable to allocate bytes of shared memory error. The pluggable database (PDB) is actually up and running on the server.
