Oracle Enterprise Manager Cloud Control 13.5.0

Database requires to set ip_local_port_range=9000 - 65500
Enterprise Manager Cloud Control requires to set ip_local_port_range=11000 - 65000


How to set ip_local_port_range when database and OMS are same host?
