Symptoms

In Enterprise Manager (EM) 24ai while upgrading the OMS from 13.5, the Prerequisite Report it is showing failure at Check if DB user's operation is completed step:

Recommendation : In your 13.5 OMS one of the life cycle operation is not successful. Make sure to complete the failed "PATCH APPLY" operation and retry the upgrade.
