EM 13c: After Successful SAML Configuration, the "EM Console Service" Target Shows Down (Doc ID 3074019.1)

Symptoms

EM Console service showing down in OEM Console after configuring SAML

When tried to "Verify Service Test" it throws the error as it is trying to reach the IDP host URL.

Steps to Verify the Test.

In OEM Console:

Targets => Services
Select "EM Console Service"
EM Service => Administration => Service Tests and Beacon

Click on Verify Service Test
==> Perform Test

Check the error last colum "Status Description"
