EM 13c: Unknown Oracle Database Services Are Automatically Promoted and Notifications of Service down Are Sent (Doc ID 3074831.1)

Symptoms

In EMCC, unknown Oracle database services are being automatically promoted as targets.

Example:

SYS.KUPCC_1_<timestamp>_0
SYS.KUPCS_1_<timestamp>_0

Even if manually deleted, these services are recreated when DataPump is executed.
After DataPump completes, notifications are issued stating that these Oracle database services have stopped, with the severity marked as "Fatal."
