EM 13c: Mail Server Configuration Failed With Error 'Could Not Convert Socket To TLS' (Doc ID 3075072.1)

Symptoms

In Enterprise Manager Cloud Control (OEM) console, mail server configuration failed with <Mail Server>:<Port>: Test failed with message: "Could not convert socket to TLS" [SMTP Server: <Mail Server>:<Port>, User name: null, Secure Connection: TLS, if available].
