Target Database shows falsely down when is configured with TCPS.

Test connection works from the target monitoring configuration page: Database menu -> Target Setup -> Monitoring Configuration

AGENT_HOME/emctl getmetric agent <target_name>,oracle_database,Response fails with:

IO Error: The Network Adapter could not establish the connection,UNKNOWN,UNKNOWN,UNKNOWN

gcagent.trc in DEBUG mode shows:
