EM24ai : Node Manager Targets Showing Down After EM Upgrade to 24ai From EM13.5 (Doc ID 3076672.1)

Symptoms

After upgrade Oracle Enterprise Manager to 24ai version, the Node Manager targets are showing down even though Node Manager is Up and Running.

From the ps output we can see node managers are running.
