EM 13c: After Enabling the TCPS for the EM Repository DB, Management Services And Repository Target shows Down (Doc ID 3076934.1)

Followed below Document steps to configure the EM Repository for the TCPS configuration.

Successfully completed the Agent Step as well:

Step 3: Reconfigure the Agents monitoring the Enterprise Manager Repository

But the "Management Services and Repository" target shows down in the OEM console.

Agent getmetric command against the Target throws below error.
