Symptoms

Oracle Systems Infrastructure Virtual Server targets are being monitored in EM.

The status of these targets keep changing Up / Down very frequently. When the status goes down, it comes back up in a minute without any action taken.

When the target status is down in EM Console, the Agent Response Metric also returns 0.
