Symptoms
Many issues were seen in Enterprise Manager, such as Pending targets, not able to add targets, unable to start/stop blackouts, etc. It was also seen that the Job Step Backlog was high and the Job Dispatchers were in an Unknown state:
emoms.log was showing the following errors:
