Disabling Management Pack for Multitenant CDB/PDB only show relevant option disabled on CDB levels, not PDB.

In the following example, Diagnostics and tuning packs were disabled:

In CDB home page, relevant options are performance menu are grayed out:

However, on PDB level, same options show as enabled
