Symptoms

EM repository database is enabled with Oracle Advanced Security settings as below in sqlnet.ora file

Configuring the OMS property 'oracle.sysman.core.conn.enableEncryption=false' in the "<GC_INST>/em/EMGC_OMS1/emgc.properties" file and restarting OMS resulted in a successful startup.

However, the expectation was that OMS startup would fail, as the EM repository settings only permit encrypted connections from clients.
