OEM sql*plus Job Fails With ora-1034 Oracle Not Available when the Database is Up (Doc ID 341161.1)

Symptoms

An 9.2.0 OEM Sql*plus job fails with:

ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
HP-UX Error: 2: No such file or directory
SP2-0306: Invalid option.
Usage: CONN[ECT] [logon] [AS {SYSDBA|SYSOPER}]
where <logon> ::= <username>[/<password>][@<connect_string>] | /
ora-01034: ORACLE not available
ERROR:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
HP-UX Error: 2: No such file or directory
ERROR:
ORA-01005: null password given; logon denied
ora-01034: ORACLE not available

The error can be seen in the dbsnmp traces and in the job output in the OEM console.
