ORA-12541 Unable To Connect To Remote Database Using 9i R2 EM Console Only. (Doc ID 341625.1)

The following error message is reported trying to connect to a remote Oracle instance using the Enterprise Manager (EM) Standalone Console when connected via a Virtual Priviate Network (VPN) software to the backend network.

     ORA-12541 'TNS: NO LISTENER'

Unable to connect to the Oracle DB.

However, other Oracle9iR2 ( applications and utilities from the same Windows machine worked, such as TNSPING and Sqlplus.
