Repeated "Connection refused" errors in the grid control ons.log (Doc ID 358238.1)

Symptoms

Setup : 10.1.0.4 Grid control and Agent on HP-UX
            10.2.0.1.0 RDBMS on the same HP-UX machine

+   Repeated errors in the ons.log file :

    06/01/17 18:59:31 [4] Connection 1,10.61.16.170,6200 connect (Connection refused)
    06/01/17 19:01:30 [4] Connection 1,10.61.16.170,6200 connect (Connection refused)
    06/01/17 19:03:29 [4] Connection 1,10.61.16.170,6200 connect (Connection refused)

+  Earlier, the logfile was getting filled with :

    06/01/06 10:59:01 [4] Local connection 0,127.0.0.1,6100 missing form factor
    06/01/06 10:59:01 [4] Local connection 0,127.0.0.1,6100 missing form factor
    06/01/06 10:59:01 [4] Local connection 0,127.0.0.1,6100 missing form factor
This was due to port conflict between the ONS in the grid control home and the 10.2 RDBMS home.

Was resolved by changing the port in ons.conf in the grid home, by following the <Note 297411.1>

+  In the ons.conf, the localport was set to 6200 but the remote port in opmn.xml was set to 6215.
Changing the port in ons.conf back to 6215 and re-starting oms changes it back to 6200 and the errors
continue in the ons.log
