Problem: Performance: Emagent Gives "No Buffer Space Available" Error Message On Windows (Doc ID 358904.1)

The Grid Control agent process emagent.exe is using a lot of resources. This influences the other
processes on the server, which are not able to allocate the necessary ports.

Issue verified by investigating log files:

emdctl.trc shows:
(error = 10055)
Thread-%s WARN http: snmehl_connect: connect failed to (hostname:port): An operation on a
socket could not be performed because the system lacked sufficient buffer space or because a
queue was full.

emagentfetchlet.log shows:
ERROR ias.ResponseMetric getResponseMetric.150 - Unable to compute application server status
oracle.sysman.emSDK.emd.fetchlet.FetchletException: oracle.sysman.emSDK.emd.comm.CommException:
IOException in sending Request :: No buffer space available (maximum connections reached?): JVM_Bind
